Mayor Heater called the meeting to order at 6:00 PM

Motion to Approve Agenda was made by Council President Genese Simler and seconded by Council Member James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Kaylee Hunt aye.

 

Mayor Heater request to move the Youth Fest from the consent agenda to discussion items

 

Motion to Approve Consent Agenda was made by Council Member James Kelly and seconded by Council President Genese Simler. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Public Comments Mayor Heater opened the meeting to public comments.  We had several

Political Candidates attend the council meeting.  They wanted to introduce

Discussion Items

 

Dodd Snodgrass with CEDA attended the meeting to introduce CEDA’s new Community Development Specialist, Krista Baker. She will be working with the city on future projects.

 

Discuss / Approve Youth Fest at the Park: Several members of YAB and UYLC attended the meeting to discuss the upcoming event, Youth Fest, on June 4th from 12PM to 10PM. Their request was to have access and River Front Park without having to pay the fee.  The motion to approve the request was made by Council President Genese Simler and seconded by Council Member Kaylee Hunt. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve Bryan Drive Booster Station Bid: Due to insufficient funds we need to reject the current bids for updating the Bryan Drive Booster Station.  Our current bids are approximately 50% higher than the original bid.  As with everything these days, inflation is taking its toll on us.  Until we can find more funding the bid will be put on hold.  Motion to reject the 2 bids due to insufficient funds was made by Council President Genese Simler and seconded by Council Member James Kelly. Roll Call Vote: Genese Similar aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye. The Council has requested more information be provided on General Election and Judicial Confirmation when requesting assistance through a bond.  This has been tabled until more information is provided.

 

Discuss / Approve supplying electricity to the boat ramp streetlight.  The original grant provides the funds to purchase the outside light and do the electrical work, but the monthly electric bill will fall back on the city. Motin to approve the electricity to the boat ramp lighting was made by Council President Genese Simler and seconded by Council Member James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve Replacing Progressive Cavity Pump @ WWTP:  Mike Stanton, Director of Public Works, was able to find a vendor who will just sell us the broken part of the cavity pump.  Estimate to replace necessary parts of the progressive cavity pump is $4,760. Motion to approve this repair was made by Council Member James Kelly and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss Monthly KFR Report-Bill Arsenault: Chief Arsenault reported that the number of calls for service in April 2021 was 41 and the number of calls for service in April 2022 was 73. That is a 44% increase in just one year.  He believes these numbers are going to continue to increase every year. He also discussed how insurance ratings work.  We are currently a level 5, and we would need to be a level 3 or 4 to qualify for a decrease in our homeowners insurance policies.  Chief Arsenault talked briefly about the ambulance grant and expressed the need for new Air Packs.  Ours are not up to standards and could be a liability if they fail in an emergency.

 

Motion to go into Executive Session: Pursuant to Idaho Code section 74-206 Chapter 1 title 74 (A) (B) Idaho Code-Personnel Matters was made by Council President Genese Simler and seconded by Council Member James Kelly at 6:55 PM. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Kunt aye.

 

Reenter into regular session at 7:15 PM
