 REGULAR CITY COUNCIL MEETING 02-24-21

Council Present: Dan Millward (President), Stephen Rowe, Genese Simler,

 

Mayor Heater called meeting to order at 6:00 PM

Approve Agenda (Action): Motion to approve the agenda was made by Councilmember Stephen Rowe and seconded by Council President Dan Millward. Roll call vote: Genese Simler aye, Dan Millward aye, Stephen Rowe aye.

 

Approve Consent Agenda Items (Action): Motion to approve the listed items below on the consent agenda was made by Councilmember Stephen Rowe and seconded by Council President  Dan Millward. Roll call vote: Genese Simler aye, Dan Millward aye, Stephen Rowe aye.

 

  1. Approve Minutes from Regular Council Meeting 02-10-21 (ACTION)
  2. Approve Workshop meeting minutes from 02-04-21 (ACTION)
  3. Approve Workshop meeting minutes from 02-05-21 (ACTION)
  4. Approve Alcohol License for Palenque Mexican Restaurant (ACTION)
  5. Approve Business Advertisement License Application for 416 Main St. (ACTION)

 

Discussion/Action Items:

 

  1. Update from Lewis County Sheriff Davis – Sherriff Davis stated Lewis County deputies have completed 630.5 hours of service in Kamiah city limits, which is 121.25% of the contract. He stated there were 48 calls for service, 21 traffic contacts and 0 canine deployments. He stated with better weather conditions, these numbers will increase.

 

  1. Discuss/Approve Drafted Resolution 2021-02 2A Sanctuary city (ACTION) – Mayor Betty Heater turned the discussion over to Sheriff Davis for better clarification of the purpose of the resolution. Sheriff Davis provided the clarification for the council and attendees of the meeting. The council and mayor opened the meeting for public comments. The following comments were stated:

 

  1. Chelle Downs asked if this would save the residents money?

 

  1. Ruth Hawk requested the mayor and council would look at bill 127, She asked if this bill was passed was to pass, would gun purchase information become a public record and law enforcement would come and seize guns?

 

  1. Gina Bowman requested Lewis County to place this type of information on their website as well as Facebook page to assist with communicating what the purpose of this Resolution is for?

 

  1. Dan Millward thanked Sheriff Davis for coming to the meeting and providing the information that was needed.

 

Motion to approve Resolution 2021-02 was made by Councilmember Stephen Rowe and seconded by Council President Dan Millward. Roll call vote: Genese Simler aye, Dan Millward aye, Stephen Rowe aye.

 

  1. Discuss/ Approve Building Permit for Signage for 411 Main St.(ACTION) – Motion to approve the building permit for signage for 411 Main Street was made by Councilmember Genese Simler and seconded by Council President Dan Millward. Roll call vote: Genese Simler aye, Dan Millward aye, Stephen Rowe aye.

 

  1. Approve Candidate for vacant Councilmember Seat (ACTION) – Mayor Heater tabled this discussion for the next council meeting.

 

  1. Swear in new Councilmember Candidate(ACTION) - Mayor Heater tabled this discussion for the next council meeting.

 

  1. Motion to go into Executive Session pursuant to Idaho Code Section 74-206(1) based on the following statutory disclosure requirements (d) Consider records that are exempt from public disclosure (ACTION)– Motion to move into Executive Session pursuant to Idaho Code Section 74-206(1) based on the following statutory disclosure requirements (d): Consider records that are exempt from public disclosure was made by Councilmember Stephen Rowe and seconded by Councilmember Genese Simler at 6:16 pm.
