Council Present:  Dan Millward, Genese Simler, and James Kelly

 

Mayor Heater called meeting to order at 6:00 PM

Approve Agenda (ACTION):  Council President Dan Millward made the motion to approve the agenda and was seconded by Councilmember James Kelly.  Roll Call Vote:  Genese Simler aye, James Kelly aye, Dan Millward aye,

 

Approve Consent Agenda (ACTION): Council President Dan Millward made the motion to approve the consent agenda and was seconded by Councilmember James Kelly.  Roll Call Vote:  Genese Simler aye, James Kelly aye, Dan Millward aye.

 

Discussion items / Action Items:

  • Discuss Bulk Water Rates has been tabled and another workshop has been requested

 

  • Discuss / Approve Variance Permit Application for 1317 Alder Lane, Kamiah Idaho. (ACTION): Homeowners are wanting to build a woodshed and are requesting the set- back requirements be waived.  Due to buried utility lines, it was necessary to build the shed in a location that was not compliant with city ordinance.   Motion to approve the permit was made by Council President Dan Millward and seconded by councilmember James Kelly.  Roll Call Vote:  Genese Simler aye, James Kelly aye, Dan Millward aye.

 

  • Discuss / Approve Sudden Increase in Energy Release Components (ERC) and Burn Ban-Fire Chief Bill Arsenault (ACTION): Due to extreme heat (over 100 degrees) for an extended period of time, Chief Arsenault is implementing a Burn Ban for Kamiah and its surrounding boundaries. Ban will be in effect until October 1st, but can be rescinded by the Fire Chief if conditions improve.  Chief Arsenault asks that we all use common sense and be smart when running equipment.  Having water on hand is a good idea and may help suppress a fire before it gets out of control. Motion to approve Burn Ban was made by Councilmember Genese Simler and seconded by Council President Dan Millward.  Roll Call Vote:  Genese Simler aye, James Kelly aye, Dan Millward aye.

 

  • Monthly Maintenance Update- Mike Stanton- Water Plant: Running well, but the chemical pumps are getting weak and will need to be replaced. Park: Looking really good and should be open to the public by July 4th,2021.  Streets: The Park, Bryan Drive and Crest Drive will be prepared for Mag Chloride next week. Waste Water Treatment Plant: Running smoothly and working on getting the Biosolids management plan updated.

 

  • Monthly Fire and Rescue Update-Bill Arsenault-For the month of June,2021 Kamiah Fire and Rescue received 54 calls. 49 medical, 6 fire (many structure) and 1 vehicle fire.  Calls are up 10 per month compared to last year.

 

  • Discuss / Approve Kamiah Fire and Rescue Electrical quote (ACTION) for Innovative Electric Services to install the pre-approved air conditioning unit. Quote is $4,000 and will include furnishing any light fixtures and lamps plus electrical work in the kitchen area.  Motion to approve the quote was made by Councilmember Genese Simler and seconded by Council President Dan Millward.  Roll Call Vote:  Genese Simler aye, James Kelly aye, Dan Millward aye.

 

  • Monthly KYRA Update-Dan Millward-KYRA currently has 2 pitching machines which are both worn out. Dan would like to see the city help them to obtain a new/used machine.  Bill Arsenault told the council about auctions that Washington State University has and there is a lot of sports equipment to be bid on.  He is willing to do the research and find out pricing for another unit.
