Mayor Heater called the meeting to order at 6:00 PM
Motion to approve Agenda was made by Councilmember Genese Simler and seconded by Councilmember James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Dan Millward aye.
Motion to approve the Consent Agenda was made by Council President Dan Millward and seconded by Councilmember James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Dan Millward aye.
Appoint a Fair Housing Resource Person: Brenda Taylor, City Clerk for City of Kamiah was appointed the Fair Housing Resource Person. Motion to approve was made by Councilmember Genese Simler and seconded by Councilmember James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Dan Millward aye.
Appoint an ADA (Americans with Disabilities) Coordinator: Brenda Taylor, City Clerk for City of Kamiah was appointed the ADA Coordinator. Motion to approve was made by Councilmember James Kelly and seconded by Councilmember Genese Simler. Roll Call Vote: Genese Simler aye, James Kelly aye, Dan Millward aye.
Discuss / Approve Hale Carpet Quote for City Hall: A motion to approve quote from Hale Family Flooring in the amount of $5,323.50 to replace the carpet at City Hall was made by Council President Dan Millward and seconded by Councilmember James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Dan Millward aye.
Discuss / Approve City of Kamiah Budget for Fiscal Year 2021-2022: A motion to approve the City of Kamiah Budget in the amount of $3,060,906.88 was made by Councilmember James Kelly and seconded by Councilmember Genese Simler. Roll Call Vote: Genese Simler aye, James Kelly aye, Dan Millward aye.
Discuss / Approve American Rescue Plan Money (COVID Relief): First ½ of ARP funds has been awarded in the amount of $133,789.77. The Council had a workshop discussing the best ways to distribute the money.
- $40,000 will be used to replace and upgrade City Hall and Kamiah Fire and Rescues broadband infrastructure.
- $30,000 will be used to replace underground water lines from Nickel to 13th
- $15,000 will be used to replace the Turbid Meter and Chem Pumps at the Water Plant.
- Remaining $48,789.77 will be used for air purifiers for City Hall and Kamiah Fire and Rescue, provide pay increases for all essential City of Kamiah and Kamiah Fire and Rescue employees, and stock an emergency reserve of water, toilet paper and face masks for the city.
Discuss Kamiah Fire and Rescue end of month report for August: Fire Chief Bill Arsenault gave the end of month report via phone. There were 66 calls for service, 56 of those calls were medical. Bill also let the Council know that the 2019 Ambulance that we lease, is having diesel and exhaust issues. He also wants to remind everyone of the 911 Remembrance Ceremony at River Front Park on Saturday, September 11th at 9AM. Everyone is welcome to attend.
