Call to order

Discussion Item:  

 

Dog Ordinance: There are many Kamiah residents that choose to not license their dogs.  It is a minimal fee of $6 to $10 and takes only a few minutes to comply at City Hall.  We talked about ways to increase the sales of dog licenses and came up with the idea of raising the first-time dog impound fee from $25 to $30 and licensing the dog before it will be released.  We also talked about charging a pickup fee of $25 to cover the wages of our maintenance workers who must be dog catchers.  We will need to revise the ordinance and will be creating mailer to go out to city residents. The money raised will be used to improve the pound and may even allow us to have a mobile clinic

RV Ordinance:  No recreational vehicle, trailer, or coach shall block any emergency egress route. There must be a 3ft clearance to each fire hydrant and no encroachment on exposure.  We talked about enforcing setbacks (front 15ft, rear 10ft, sides 5ft.) We will call other cities and review their policies and revisit this in a future workshop.  Stated all vehicles must be licensed and insured and talked about implementing a revitalization zone (community cleanse) We need to adopt fire protection standards.

Snowbirds: We talked about doing away with the “snowbirds’ rate.”  It isn’t right that this group of individuals can leave for the winter and only pay for the bond portion of their utility bill.  We have several individuals who are struggling to pay their utility bills and there isn’t any lenience for them.  We talked about making it the same across the board for everyone and we will be contacting other communities to see what their policy is regarding this.

Operation Fresh Start: The City of Kamiah is wanting to join forces with Simmons Sanitation and Jacksons Wrecking to clean up Kamiah.  Once we receive the 2nd half of our ARPA funds we would like to use some of the funds to help homeowners/landowners clean up all unwanted cars and trash.  This will be a one-time offer and owners will be expected to keep area’s clean and safe. FYI the owner of the property is the responsible party for the condition of the property.  Even if he has leased the property to a tenant the owner holds the responsibility.

 

Food Cart Permits: The ordinance right now states that a food cart needs a permit to sell inside the city limits of Kamiah.  The current fee is $1.00 a day for 10 days.  A suggestion was made to change these fees to a weekly rate, monthly rate, or a special event rate.  These amounts will be determined in a future workshop and voted on in a future council meeting.

 

Tenant Move In/Out: Currently there are issues with the continuing change of tenants in rental properties. In an effort to simplify the system the city will only be concerned with current owners’ information. The new software billing system will allow tenants to go online and make payments and will enable owners to go online and check accounts. This is tentatively scheduled to go live in April. It is the homeowner’s responsibility to make sure the utility payment is made on his/her property.

 

Goals for 2022: The Mayor has asked that the city workers become more involved by participating in more community events.   KFR will comply with the National Fire Protection Association standards and codes to Kamiah. KFR will also help business in Kamiah to install Knox Boxes on the outside of their business to allow authorities to enter the premises in the event of an emergency.  Also, KFR is wanting to change the way the city fire and the district fire operate.  They are looking into becoming a fire district.
