Mayor Heater called the meeting to order at 6:00 PM

Motion to Approve Agenda was made by Council President Genese Simler and seconded by Council Member Kaylee Hunt.  Roll Call Vote: Genese Simler aye, Scott Moffett aye, Kaylee Hunt aye.

Discuss / Approve Proclaiming April 2-8 as Week of the Young Child: Proclamation was read by Mayor, Betty Heater. Motion to approve proclamation was made by Council President Genese Simler and seconded by Council Member Kaylee Hunt. Roll Call Vote Genese Simler aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve Notice of Public Hearing for Condemnation of 307 Hill (R): There will be a public hearing on April 13th @ 4PM to have 307 Hill ® Street condemned.  This home has been a nuisance and has attracted homelessness. Motion to approve the Public Hearing Notice was made by Council President Genese Simler and seconded by Council Member Kaylee Hunt.  Roll Call Vote: Genese Simler aye, Scott Moffett aye, Kaylee Hunt aye.

                                   

Discuss / Approve Adding a Street Light at 103 1st Street in Kamiah: Molly Schneider at Happy Tails Dog Grooming has expressed concern about the activities happing around her business.  It is extremely dark, and she is hoping by adding a streetlight it may deter some of the activities.  We contacted Avista and they will rent us the equipment for $25.00 a month.  Motion to approve this streetlight was made by Council President Genese Simler and seconded by Council Member Scott Moffett. Discuss / Approve Estimate from R & G Building Services: The estimate for the Raw Sewer Plant (WWTP) concrete pad for a hoist is $1,650.00.  A motion to approve the estimate was made by Council Member Kaylee Hunt and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, Scott Moffett aye, Kaylee Hunt aye.

Discuss / Approve Food Cart Rates: In the past food cart vendors selling in the city limits of Kamiah would need to purchase a permit for $1.00 a day for 10 days. We decided to increase this fee to $25.00 a week and $85.00 a month.  Motion to approve this increase was made by Council President Genese Simler and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve Adding Public Comments back to our Agenda: It has been decided to open our Council Meetings back up to the public.  We will once again be adding public comments to our agenda.  Motion to approve adding public comments to the agenda was made by Council Member Kaylee Hunt and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve Hiring Temporary Help with the Bank Reconciliations: The bank reconciliations have not been completed for over a year and it is going to take many hours to get them caught up.  Candy Throop is an accountant in Kamiah, and she is willing to come in once a week for $25.00 an hour to help get them caught up.  Motion to approve temporary help with the bank reconciliations was made by Council President Genese Simler and seconded by Council Member Kaylee Hunt.  Roll Call Vote: Genese Simler aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve Working with the US Army Core of Engineers “Idaho Silver Jackets”: The Silver Jackets reached out to us regarding the Lawyer Creek Levy Project. They would like to get their own grant for $150,000 to help HCRI and the City of Kamiah with the comprehensive study and analysis.  Motion to Approve the Silver Jackets helping with the engineering of the Lawyers Creek Levy was made by Council President Genese Simler and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve Acceptance of FEMA DTA Grant: The City of Kamiah received the funding from the Direct Technical Assistance Grant for the Lawyer Creek Levy project.  Motion to approve the acceptance of this grant was made by Council Member Kaylee Hunt and seconded by Council President Genese Simler. Roll Call Vote: Genese Simler aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve Idaho EMS III Grant for a New Ambulance- Bill Arsenault: The Idaho EMS awards grants for 5 to 7 vehicles each year. We have not received any assistance since 2016 and are eligible to qualify for this grant. Fire Chief Arsenault would like to move forward with the grant application packet and apply for assistance for a new ambulance.  In the event we are accepted for this grant we would like to put our ambulance up at Caribel-Glenwood fire station and their ambulance would go to Woodland fire station. Motion to approve the moving forward of applying for this grant was made by Council President Genese Simler and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, Scott Moffett aye, Kaylee Hunt aye.

 

 

Discuss / Approve Canceling the City Fire Federal ID #-Bill Arsenault: We currently have a federal city ID # and a district ID #.  Chief Arsenault would like to do away with the cities ID # feeling that if we combine with the district, we will show larger numbers and will qualify for more grants. We will all use #61334 and cancel #61335.  Motion to approve canceling the city federal ID # was made by Council Member Scott Moffett and seconded by Council Member Kaylee Hunt. Roll Call Vote: Genese Simler aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve Chief Arsenault’s Attendance at the Idaho Fire Chiefs Conference- Bill Arsenault: The Fire Chiefs Conference will be held In Coeur d’ Alene this year on April 28th through May 2, 2022.  Chief would like to attend with the approval from the council.  He would need the cost for the conference, hotel accommodations and fuel. Motion to approve the expense for the conference was made by Council President Genese Simler and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss Clean Up Kamiah along HWY 12-Bill Arsenault: This has been tabled until we can better coordinate with other organizations.

 

Discuss Monthly Maintenance Report-Mike Stanton: Wate Plant is gearing up for spring runoff. Park is open for the season there were some necessary repairs from Sanitary Services that were done. Streets are continuing to patch potholes and work on right of ways and allies. Wastewater Treatment Plant received the backup blower and is working on estimates to upgrade the ultraviolet disinfection system.
