Mayor Heater called the meeting to order at 6:00 PM

Motion to Approve Amended Agenda was made by Council President Genese Simler and seconded by Council Member James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Motion to Approve Consent Agenda was made by Council Member Kaylee Hunt and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Public Comments Mayor Heater introduced 5th District Senator David Nelson at the meeting.  Senator Nelson introduced himself and told the council about way he has helped communities in the past.  He specializes in Education, Infrastructure, and Behavioral Health.

 

Discussion Items

Discuss Bryan Drive Booster Station Update: Stillman Norton with Keller Engineering gave an update on the Bryan Drive Booster Station.  We had to put the bid out a second time and we received 2 very qualified contractors. However, pricing has gone up since our last bid.  The project has an estimated cost of 1.2 million dollars.  Everyone is working together to find ways to cut costs and ways to obtain the excess funds needed to get this project going. Until we find the funds to complete this project, we are unable to award this contract to the winning contractor.  We are exploring all options that won’t require us to obtain another bond. Currently we are $461K short.

 

Discuss / Approve 1127 Ridgewood Drive very large water leak:  It was immediately fixed, but over 273,000 gallons of water was lost.  Misty Perry with Pineridge Water and Sewer asked the council to forgive ½ of the $500 bill.  The council agreed to credit Pineridge Water and Sewer $250 for the water loss.  Motion to approve this request was made by Council President Genese Simler and seconded by Council Member James Kelly. Discuss / Approve A Public Hearing date for our 2022-2023 Budget has been set for August 10, 2022, at City Hall’s regularly scheduled council meeting beginning at 6 pm. Motion to approve the Budget Hearing Date was made Council President Genese Simler and seconded by Council Member Kaylee Hunt. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve Proclaiming April 2022 as the 54th Anniversary of Federal Fair Housing Act: Mayor Heater read the proclamation announcing the month of April as Fair Housing Month. A motion to approve the proclamation was made by Council Member James Kelly and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve an Extension on the Boat Ramp Project: There has been some issues with the lack of contractors available to work on the Boat Ramp Project. The permitting was finally approved in November of 2021 and the work was to be completed in August and September of 2022. We are asking for an extension with a completion date of March 2023.Motion to approve the Extension was made by Council President Genese Simler and seconded by Council Member Kaylee Hunt.  Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss /Approve Auctioning of Surplus Items: Chief Arsenault addressed the council stating that they have several pages of items that are dated or no longer needed.  He is trying to clean up the Fire Station and had the idea of contacting an Auction Agency to sell the excess items.  Motion to approve contacting an Auction Agency was made by Council Member James Kelly and seconded by Council Member Kaylee Hunt. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss Burn Permit Process: Chief Arsenault states that there have been several calls about people burning garbage and yard clippings. The first question they ask is “do you have a burn permit?” Many people are unaware that a burn permit is required.  You must follow the process and call Nez Perce Air Quality 208-843-9381 before you burn.  If you fail to follow this process and things get out of control, you will be held accountable and can be fined.

 

Discuss KFR Monthly Report: The month of March is typically slow, there were only 40 calls.  Transfer calls have picked up and several transports have been made out of state.  Eight KFR employees attended The Clearwater Fire Academy in Orofino.  Chief Arsenault also wanted to make everyone aware that on HWY 12 @ mile marker 58 there has been many accidents so please slow down and drive safe.

 

Motion to go into Executive Session Pursuant to Idaho Code section 74-206(1) based on the following statutory disclosure requirements (a) (b) Consider Personnel Matters at 6:43 PM was made by Council President Genese Simler and seconded by Council Member James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye. 

 

Re-enter back into regular session at 7:46 PM
