Mayor Heater called the meeting to order at 6:00 PM

Motion to Approve Amended Agenda was made by Council President Genese Simler and seconded by Council Member James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Motion to Approve Consent Agenda was made by Council Member Kaylee Hunt and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Public Comments: Norma Staaf from the Clearwater Progress is putting on one of her many hats and she is writing a story about how the Teen Center and UYLC has changed this community.  The changes have been extremely positive in many ways and promotes the youth in our community.  She passed out a flyer for the council to fill out to give their feedback.

 

Discuss / Approve Conditional Use Permit @ 704 First Street- Dr. Kim Bartholomew:

The building that Kim has rented and worked in the past 29 years has been sold and the new owners are wanting to utilize the building for themselves.  Kim is addressing the council to move her chiropractic business to the basement of her home on 704 First Street.  Her home is on the corner of First and Hill Street which Hill is already zoned commercial with First Street Salon right across the street. Mike Tornatore has been working with Kim on getting this permit and claims that her business plan is very professional, and he fills this will only add value to the neighborhood.  Motion to Approve the Conditional Use Permit @ 704 First Street was made by Council President Genese Simler and seconded by Council Member James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve Gutters for the Water Treatment Plant: We talked a few months ago about doing ½ the gutter project in 2022 and the other ½ in 2023.  The total estimate is $5,036.00 to install new gutters @ the water treatment plant. Motion to approve this estimate was made by Council President Genese Simler and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

Discuss / Approve New Tires for KFR Rescue 27: This will be a split between the city and the district to buy new tires for Rescue 27.  The estimate from Les Schwab is $3,671.84.  Motion to approve this estimate was made by Council President Genese Simler and seconded by Council Member James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve New Tires for WWTP Dump Truck: The estimate for new tires for the dump truck is $1,366.08 This will be a split between all departments.  Motion to approve this estimate was made by Council President Genese Simler and seconded by Council Member Kaylee Hunt. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve 3% Increase in the City of Kamiah’s Water and Sewer Rates: We are coming into a new year, and we needed to discuss increasing the cities water and sewer rates.  The 3% increase will be around 65 cents per residential property.  Nobody likes increases, but the 3% is necessary to insure we are fiscally responsible. Motion to approve this 3% increase was made by Council President Genese Simler and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye, Kaylee Hunt aye.

 

Discuss / Approve 3% increase in Matt Jessup’s Monthly Retainer Fee: Our city attorney would also like a small increase in his monthly retainer fee.  Motion to approve this 3% increase was made by Council Member James Kelly and seconded by Council member Kaylee Hunt. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye Kaylee Hunt aye.

 

Monthly Maintenance Report- Mike Stanton: All departments are running well.  The Public Works Crew is working hard, trying to beat the weather.  They have been fixing potholes and they continue to monitor the Bryan Drive Booster Station. Bio solids have all been dumped for the year.
