Mayor Heater called the meeting to order at 6:00 PM

Pledge of Allegiance

 

Motion to Approve Agenda was made by Council President Genese Simler and seconded by Council Member James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye.

 

Motion to Approve Consent Agenda Motion to approve the consent agenda was made by Council Member Scott Moffett and seconded by Council Member James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye.

 

Public Comments: There were no public comments.

Unfinished Business: There was no unfinished business.

 

Discuss / Approve Removing Public Comments: Public comments will be allowed at council meetings with a completed agenda request form and 5 days’ advanced notice. Motion to approve this change in our meetings was made by Council Member James Kelly and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye.

 

Discuss / Approve Purchase of a New Weed Trimmer for Park and Street Department. Rod McMahan received two estimates to replace the weed trimmer we currently have.  Estimate ranged from $489 to $529. Motion to approve purchase of a new weed trimmer was made by Council President Genese Simler and seconded by Council Member James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye.

 

Discuss / Approve Adding a Loading Zone on Fourth Street on the side of 402 Main Street-Terry Jackson: Mayor and Council agree that a loading zone is needed for 402 Main Street.  Council Member James Kelly made a motion to approve this, seconded by Council Member Scott Moffett, however, Lewis County Sheriff will be contacted to discuss proper placement of loading zone. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye.

Discuss / Approve Resolution for KFR- Scott Courtney: KFR is asking for permission to begin the discovery process for adding additional pricing for emergency services.  Our billing department needs a resolution in place before this process can happen.  Motion to approve the process of adding additional fees for service was made by Council Member James Kelly and seconded by Council President Genese Simler. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye.

 

Discuss / Approve Payment of Personnel Medical Bills.  These bills were work related and not covered under Workman’s Comp. Motion to pay the bills was made by Council Member Genese Simler and seconded by Council President Genese Simler. Roll Call Vote: Genese Simler aye, James Kelly aye, Scott Moffett aye.

 

Discuss / Approve EMT Mike Grogan’s hourly pay - has been tabled.

Discuss / Approve hiring an EMT - has been tabled.

Discuss / Approve hiring a Paramedic - has been tabled.

 

Maintenance Report: The water plant usage has gone way up due to the summer heat. Two shifts are required to keep up with the demand. Three water leaks were discovered, two have been repaired and one has been isolated. Park was the source of one of the water leaks and because the water had to be turned off until the leak was located the grass has been drying up.  The leak has been found and the park has been fertilized and reseeded. Crest and Bryan Drive have been graded and Mag Chloride has been put on them for dust control. Public Works has been concentrating on crack sealing, filling potholes, low spots, and cutouts on the roads for our resurfacing project and the project was completed on 7-24-23. Streets are being swept every Wednesday morning and the sickle mower has been attached to the tractor and will begin cutting tall grass off the right of way soon. The wastewater plant is waiting for the new composite sampler to keep us compliant, and the sludge press is being operated once a week for solids build up.
