Mayor Heater Called the meeting to order at 6:00 PM

Motion to Approve Agenda was made by Council President Genese Simler and Seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, David Redden aye, Scott Moffett aye.

Discussion Items:

 

Discuss / Approve Appointing Kristi Sizemore to the City Council. Motion was made by Council President Genese Simler and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, David Redden aye, Scott Moffett aye.

 

Kristi Sizemore was given the Oath of Office by Mayor Heater

 

Discuss / Approve Monthly and Interim Bills for January 2024 in the amount of $48,693.73.

The motion was made by Council Member David Redden and seconded by Council Member Scott Moffett. Roll Call Vote: Genese Simler aye, David Redden aye, Scott Moffett aye.

 

Agenda Request from Sheri Wentland- General Questions Regarding City Finances: Sheri reached out to CPA Dan Coleman prior to the meeting.  She was concerned about the aging water systems and the funds required to keep everything in good working order. She also was concerned about the Bryan Drive Booster System.  The rural development loan is set aside for the project, but the funds will not be released until the city can show financial stability.  Sheri’s question to the Mayor and Council was when does the city plan to show financial stability and what is the plan if the system fails. 

 

Agenda Request from Sandie Daeges-Questions Regarding the Bryan Drive Booster Station and City Finances: Sandie made a statement that we had a good thing going the way things were when the fire and ambulance department were volunteers. She asked the Mayor and Council how they plan on making up this deficit.  She also expressed her concerns about the Bryan Drive Booster Station.  She is a resident up there and is extremely worried about having no water. What happens when the booster station goes down or when it blows, and someone is hurt.  There is no reason for this to have happened. If money had been spent the way it should have been spent, we wouldn’t be in this predicament.

 

Discuss KFR Monthly Report-Billy Monahan: Chief Monahan began by letting everyone present know that the council has given the Fire and Ambulance a strict budget of $32,000 each month and they are doing their best to stay within this budget. In the month of January KFR had 58 medical calls and 9 fires calls. He discussed that they are having Tuesday night drills and Wednesday night EMT classes. He addressed some future equipment needs and let us know that the KFR Facebook page has up to 1,300 followers.

 

Pool Update-Mayor Heater: Heater discussed that the pool is an ongoing project. It is still in motion and hopefully will be completed next year.

 

Motion to go into Executive Session Pursuant to Idaho Code Section 74-206 (1) based on the following statutory disclosure requirements (a) (b) to consider personnel matters. Motion was made by Council President Genese Simler and seconded by Council Member Scott Moffett at 6:26 PM. Roll Call Vote: Genese Simler aye, David Redden aye, Scott Moffett aye.

 

Re-enter from Executive Session at 7:32 PM. No action was taken.
