Mayor Heater called the meeting to order at 6:00 PM

Motion to Approve Agenda was made by Council President Genese Simler and seconded by Council Member James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Kaylee Hunt aye.

Discussion Items:

Discuss / Approve Resolution 2023-02: USDA Loan for Bryan Drive Booster Station. Mayor Heater read the Resolution asking for financial assistance for the Bryan Drive Booster Station Project. Motion to approve resolution 2023-02 was made by Council President Genese Simler and seconded by Council Member James Kelly. Roll Call Vote: Genese Simler aye, James Kelly aye, Kaylee Hunt aye.

 

Discuss / Approve Proclamation: Week of the Young Child April 1st – 7th, 2023. Mayor Heater read the Proclamation and a motion to make the first week in April, 2023 Week of the Young Child was made by Council Member James Kelly and seconded by Council President Genese Simler. Roll Call Vote: Genese Simler aye, James Kelly aye, Kaylee Hunt aye.

 

Discuss / Approve Park Permit and Fee for Amateur Radio Club: The Amateur radio has asked to use the park June 23-25.  The Mayor and Council agree to cut the cost of renting the park in half for this event.  The price will be $17.50 per day instead of $35.00. Motion to approve the use of the park and the reduction in the rental fee was made by Council Member James Kelly and seconded by Council Member Kaylee Hunt.  Roll Call Vote: Genese Simler aye, James Kelly aye, Kaylee Hunt aye.

 

Discuss / Approve Developing a Resolution to Charge Individual’s a Fee in the Event their Electric Vehicle Catches on Fire.  Currently a local business has received a grant to put in charging stations in the city of Kamiah.  Chief Arsenault explained that it takes anywhere from 6,000 to 10,000 gallons of water to put out a fire on an electric vehicle.  This draws from our community’s water source and isn’t fair to the residents having to pay for water.  Chief Arsenault is wanting to create a resolution for the travelers passing through Kamiah to pay for this service whether through their insurance carrier or out of pocket in the event of an EV Fire. Motion to approve moving forward with this resolution was made by Council President Genese Simler and seconded by Council Member Kaylee Hunt. Roll Call Vote: Genese Simler aye, James Kelly aye, Kaylee Hunt aye.

 

Discuss / Approve Developing a Resolution to Charge a Fee for Repeat Lift Assist.  Chief Arsenault discussed with the Mayor and Council that the unit hour utilization for operating the ambulance is about $100 per hour.  He stated that  random lift assist will continue to be free to the patient, but the repeated lift assists are going to need to be charged a minimal fee.  Motion to move forward with a resolution to charge a minimal fee for repeat lift assist patients was made by Council Member Kaylee Hunt and seconded by Council Member James Kelly.  Roll Call Vote: Genese Simler aye, James Kelly aye, Kaylee Hunt aye.

 

Discuss Annual Fire Commissioner’s Meeting:  Chief Bill Arsenault, KFR and Chairman Dan Musgrave, Kamiah Fire Protection District attended this fire commissioner’s meeting in Couer d’ Alene, Idaho.  This meeting was very informative and one of the best Chief Arsenault has attended in recent years. 

 

Discuss Kamiah Fire Rescue Monthly report for February, 2023:  KFR had 73 calls for the month of February compared to 44 calls last year.  62 calls were for EMS, 5 were interfacility transfers 4 were fire and 2 agency assists.  Chief Arsenault also provided a hard copy of the year-end report to the Mayor and Council.  He went over the difference between mutual aid and auto aid and discussed the upcoming town hall workshops on March 21st and April 13th, 2023.

 

Discuss Monthly Maintenance Report: The water plant continues to run well.  They are teaching Mikey how to operate both the water plant and the waste water treatment plant so he will be able to work the weekend rotation.  They continue to grade the potholes in the park.  With the wet weather they are doing it once a week. They are repairing the picnic tables and serving all equipment to prepare for the spring and summer season.  The potholes on Crest have been graded again and the guys have had multiple utility locates for fiber optics that is being installed by the Tribe.  The water treatment plant has been encountering problems with customers flushing wipes again.  Every time this occurs, they must pull the pumps to unplug them.  This is time consuming and costly.  Please stop flushing wipes.
